On October 18th, 2018, one driver, referred here as ''GAJ'', was picking a passenger at the International Washington Dulles Airport. ''GAJ'' waited for the passenger in the dedicated cell-phone parking and, when the passenger called that he is standing at Door 4 on the upper arrivals level, ''GAJ'' started moving towards the door.

On October 18th, 2018, one driver, referred here as GAJ, was picking a passenger at the International Washington Dulles Airport. GAJ waited for the passenger in the dedicated cell-phone parking and, when the passenger called that he is standing at Door 4 on the upper arrivals level, GAJ started moving towards the door.

According to GAJ, the traffic was heavy. Several traffic officers tried to regulate it. While following their instructions, GAJ parked at the closest spot to the Door 4, picked up the passenger and his luggage and left the airport. GAJ asserts that GAJ didn't park nor wait for the passenger -- the passenger was waiting at the door and it took very short time to load the luggage and get the passenger sited in the car.
