I believe that the incident must be investigated and the found violators must be prosecuted.</p><p>On October 18, 2018, I picked up a passenger in the Dulles International airport and, later, discovered the ticket mentioned above under my windshield blade. It referenced my car and cited “violation of posted sign” as the reason.</p><p>I have no idea what “posted sign” was meant since I believe that I obeyed all the posted signs – I neither parked nor waited my passenger since he was there when I arrived.</p><p>I recall that the airport’s upper arrival level was very busy – basically, I would call it “traffic mess.” There were traffic officers who were not successful in traffic organization -- I cannot be responsible for what I feel like is their failures.</p><p>More importantly, the ticket indicates me as a “violator” since it is marked as “violator’s copy.” I believe that both Federal and Virginia laws indicate that no one can be called a “violator” without the court decision. No one should be able to call me “violator” -- that’s both harassing and, I guess, illegal, since this tries to alternate the possible court decision. Since ''GAJ'' wasn't given any opportunity to argue on the issue, ''GAJ'' mailed his request for justice to Loudoun District Court, offices of the Loudoun County Board of Supervisors, and Commonwealth's Attorney. From February 7th, 2019 to April 13th, ''GAJ'' had written the following text:<blockquote><p>''Dear County Board of Supervisors Officer,''</p><p>If you are not a part of a criminal plot, I would like you to be aware of abuse and harassment that I believe your county is practicing. That harassment might be just a feature of the Treasurer's office, but I believe that the abuse is institutional because of involvement of at least two departments.</p><p>''Dear County District Court Officer,''</p><p>Please be aware that I would love to be heard in the court on the situation on October 18th, 2018, or this very concern, or both.</p><p>Please also be aware that suppressive power of the Loudoun County Treasurer is greater than my power to call for justice. I might be forced to pay the alleged penalty, but my payment cannot in any way to constitute my fault.</p><p>Even if the Loudoun County Treasurer is right and your court is corrupted, I would still love to be heard in an unfair trial as well.</p><p>''Dear Loudoun County Commonwealth's Attorney Officer,''</p><p>I would like to bring to your attention my perception that the Loudoun County's officials break the law while abusing drivers, then, based on my case, harassing them, and denying justice, possibly, in order to finance the county budget. Even if legal, their actions are immoral and offensive.</p><p>There is also a chance that Mr. H. Roger Zurn, Jr., or someone(s) else decided to finance the budget using its policing and ticketing capacities. This practice might be temporary, let say, in order to raise money for the end-of-the-year bonus, or long-term. May I ask you to collect better information on the issue? How many people were abused and forced to pay "penalties"?</p><p>Finally, the Loudoun County court system looks to me like being corrupted since the County's Treasurer executes justice without judges. As of October 12th, 2019, GAJ hasn't received any direct response from any of the offices GAJ tried to communicate to. However, in August of 2019, GAJ received a letter from ''Citation Collection Services'', PO Box 80239, Indianapolis, IN 46280-0239 stating that collection actions are going to be undertaken on behalf of their client, Loudoun County. GAJ hasn't authorized anybody to disclose GAJ's address or other personal information.

On October 18th, 2018, one driver, referred here as GAJ, was picking a passenger at the International Washington Dulles Airport. GAJ waited for the passenger in the dedicated cell-phone parking lot and, when the passenger called that he is standing at Door 4 on the upper arrivals level, GAJ started moving towards the door.

According to GAJ, the traffic was heavy. Several traffic officers regulated it. While following their instructions, GAJ parked at the closest spot to the Door 4, picked up the passenger, his luggage, and left the airport. GAJ asserts that GAJ didn't park nor wait for the passenger -- the passenger was waiting at the door and it took very short time to load the luggage, get the passenger sited in the car, and leave the airport.

In writing, GAJ informed the Loudoun County that the Loudoun County's determination was offending. By this letter, GAJ expressed the will to contest any allegations:

Dear Treasury Coordinator,

Since your reference emerged on the ticket no. Overseas trip

On November 12th, 2018 GAJ left the United States because of a trip overseas. GAJ returned on December 19th, 2018.

When GAJ returned back, to the United States from the trip overseas, GAJ discovered two mailings from the office of the Loudoun County Treasurer, H. Roger Zurn, Jr. The first letter was signed by Klayton Lambert, "Information Services Asst." and stated,
