FD 360826 Questionable Practice is a practice of Loudoun County, Virginia to finance the county through notices that is in question for some concerned residents.

FD 360826

On October 18th, 2018, one driver, referred here as GAJ, was picking a passenger at the International Washington Dulles Airport. GAJ waited for the passenger in the dedicated cell-phone parking and, when the passenger called that he is standing at Door 4 on the upper arrivals level, GAJ started moving towards the door.

According to GAJ, the traffic was heavy. Several traffic officers tried to regulate it. While following their instructions, GAJ parked at the closest spot to the Door 4, picked up the passenger and his luggage and left the airport. GAJ asserts that GAJ didn't park nor wait for the passenger -- the passenger was waiting at the door and it took very short time to load the luggage and get the passenger sited in the car.

Later in that day, GAJ discovered No FD 360826 "Notice of parking violation" at the windshield. The notice stated that "Violation of posted sign" as its reason.

GAJ returned to the airport and failed to find any sign that GAJ could possibly violate. However, another part of the notice deeply offended GAJ -- the notice stated that GAJ received the "Violator's copy," so the Loudoun County made its decision that GAJ is a violator without any judiciary authority.

Informing the County about its abusing practice

In writing, GAJ informed the Loundoun County about its practices that GAJ believed to be abusive. By this letter, GAJ expressed the will to contest any allegations. On November 12th, 2018 left the United States because of a trip overseas.

On December 19th, 2018, GAJ returned back, to the United States from the trip overseas. GAJ discovered two mailings from the office of the Loudoun County Treasurer, H. Roger Zurn, Jr. The first letter was signed by Klayton Lambert, "Information Services Asst." and stated,

We have received your letter regarding Dulles Parking Ticket FD360826. If you wish to contest this ticket, you must call 703-777-0280, to request a date to appear before the Loudoun General District Court. [...] You must establish a court date or pay by 11/26/2018.

Another mailing was a "Notice of unpaid parking violation." The notice contained threats and asserted the same statements that GAJ believed was abusive. Particularly, it stated,
