Countercyclical is moving in the opposite direction of the business cycle of economic downturns and upswings.

According to Principles of Economics by Timothy Taylor (3rd edition),

Countercyclical. Moving in the opposite direction of the business cycle of economic downturns and upswings.

According to Macroeconomics by Mankiw (7th edition),

Countercyclical. Moving in the opposite direction from output, incomes, and employment over the business cycle; rising during recessions and falling during recoveries. (Cf. acyclical, procyclical.)
