Trusted Computing Base is the Trusted Computing Base (TCB) is the typical root of trust for a computer system. It contains all hardware and software components, that need to be trusted and of which the trust worthiness cannot be explicitly verified. If security vulnerabilities occur in the TCB, then the security of the entire computer system might be at risk.

According to the CyBOK (version 1),

Trusted Computing Base. The Trusted Computing Base (TCB) is the typical root of trust for a computer system. It contains all hardware and software components, that need to be trusted and of which the trust worthiness cannot be explicitly verified. If security vulnerabilities occur in the TCB, then the security of the entire computer system might be at risk.
