Free rider

Free rider is an employee within a bargaining unit who choose not to join the union that bargains for an agreement for the unit. Although the employees receive all negotiated benefits, they pay no costs associated with the union.

According to Principles of Economics by Timothy Taylor (3rd edition),

Free rider. Those who want others to pay for the public good and then plan to use the good themselves; if many people act as free riders, the public good may never be provided.
