Project charter is a document showing the purposes, participants, goals, and authorizations for a project.

According to Managing Quality by Foster (6th edition),

Project charter. A document showing the purposes, participants, goals, and authorizations for a project.

According to the Lean Manufacturing by Feld,

Project charter. A tool that defines and clarifies management's expectations in regard to the purpose, objectives, and expected outcome of a project. This document must be agreed to and signed off on by all parties before a project can begin.
